Lightning Lane passes are a fantastic way to streamline your theme park days, so kudos for planning ahead! Guests staying at select Disney Resort Hotels can purchase Lightning Lane passes
7 days before check-in, so it sounds like you'll be on property.
Any guest who isn't listed as staying at the resort with you would need to wait until 3 days before their park day to purchase passes. So if your father-in-law is local and not listed on your resort reservation, he'll need to wait to purchase his passes.
If your father-in-law has a different ticket type, he might also need a
theme park reservation. I have the Disney Pixie Dust Pass for Florida residents, so I typically need a theme park reservation for the park where I'm purchasing Lightning Lane passes. Most date-based tickets do not require a park reservation, but maybe his admission does.
Finally, give the
Tickets and Hotel Reservations line a call for assistance. They can access your account information and help you purchase those Lightning Lane passes. They'll also ensure everyone's tickets and accounts are linked correctly; they're like Sorcerer Mickey!

Seven Dwarfs Mine Train. My mother-in-law rode this family-friendly coaster with us recently and loved it! Did she say some PG-13 words on the bigger climbs? Maybe. But she said she'd do it again anytime!
